AI/GovTech Hackathon Ukraine–Estonia

AI becomes truly impactful when it moves from ideas to real solutions.

Last week, Dmitry Sofyna, CEO & Co-founder of R&D Center WINSTARS.AI, joined the AI/GovTech Hackathon Ukraine–Estonia as a Lead Mentor.

For three days in Kyiv, 86 participants from Ukraine and Estonia worked in 17 mixed teams on 5 real public sector challenges. The topics went beyond GovTech in the narrow sense: teams also worked on socially important issues, including proactive monitoring of child rights, risk detection, public procurement quality, state registry analytics, cybersecurity, and cross-border cooperation.

As a Lead Mentor, Dmitry supported the teams throughout the hackathon: helping them shape ideas, validate technical approaches, and move from concepts to practical solutions.

We are proud to be part of an initiative that brings together technology, public sector expertise, and international cooperation. This is exactly how strong partnerships are built: through shared work, trust, and solutions that can create value for people and institutions.

The AI/GovTech Hackathon is organised by Civitta and Estonian Centre for International Development (ESTDEV), funded by the European Union – NextGenerationEU and the Estonian Ministry of Justice and Digital Affairs, and supported by the Ministry of Digital Transformation of Ukraine and the Global Government Technology Centre Kyiv.
